
Hon. (Dr) Abiodun Moshood Aro, member representing Ikorodu Constituency II in the Lagos State House of Assembly, has presented a comprehensive account of his stewardship over the past three years, detailing wide-ranging interventions in education, infrastructure, empowerment, and legislative advocacy.
The report, titled “From Promise to Proof,” chronicles what the lawmaker describes as the fulfillment—and in many cases, surpassing—of campaign promises made to constituents during the 2023 elections.
According to the report, Aro’s administration focused heavily on education and human capital development through targeted initiatives aimed at improving access, quality, and opportunity. Among these is the AMA Giant Brains Initiative, a digital empowerment programme that provided personal computers to outstanding students based on merit. The initiative, he noted, has helped bridge the digital divide, enhance learning capacity, and position beneficiaries for global competitiveness.
In addition, the Zero Dropout Initiative was introduced to tackle the challenge of out-of-school children, leading to the identification and re-enrollment of several pupils into primary schools through direct community engagement.
The lawmaker said the programme has contributed to reducing dropout rates and restoring access to basic education.
To further support students, Aro facilitated the annual distribution of JAMB and GCE forms to ease financial burdens on families and expand access to tertiary education.
He also oversaw the development of classroom infrastructure in schools including Reri Secondary School (Oreta/Offin), Lajo Junior Secondary School, and Luwasa Secondary School in Ijede, improving learning environments and reducing overcrowding.
The report also highlighted education seminars organized in collaboration with Hon. Fatiha Kolejo of the Lagos State Youth Parliament, focusing on academic excellence, career development, and personal growth for youths across the constituency.
In the area of power and energy, Aro said his office facilitated the procurement and installation of transformers in several communities, restoring electricity to underserved areas and boosting economic activities. Solar electrification projects, executed in partnership with the United Nations Development Programme (UNDP), were carried out in Ayetoro and Oreta, providing alternative energy sources and improving safety, with plans for solar-powered street lighting.
On infrastructure, the lawmaker detailed what he described as one of the most extensive road intervention programmes in the constituency. Over 20 roads were rehabilitated through palliative works in partnership with the Lagos State Public Works Corporation.
These include Ijede Road, Igbopa/Ewu-owa Road, Oreta/Offin Road, Ginti–Igbe Laara Road, Elepe Community Road, Palm Avenue to Igbopa, Makinde Street, Ifelodun Street, and roads within Ilupeju Estate, among others.
A major highlight is the facilitation of the 1.3-kilometre Ayubu Bashorun Ilupeju Road, constructed with modern drainage systems to address flooding and improve mobility.
The report also referenced Aro’s intervention following the controversial death of singer Mohbad, where he moved a motion at the Lagos State House of Assembly calling for a thorough investigation and justice. The move, he said, demonstrated responsiveness to public concerns and a commitment to accountability.
On employment, the lawmaker disclosed that over 100 constituents have secured jobs within the Lagos State Government through strategic recommendations, official introductions, and sustained follow-ups, contributing to reduced unemployment and improved household income.
Economic empowerment programmes were also highlighted, including a women empowerment scheme through which tens of millions of naira were distributed to market women organized into 58 groups under a non-interest revolving funding model. The initiative, according to the report, has strengthened small businesses and stimulated grassroots economic growth.
Youth-focused interventions include a vocational training programme that trained 117 youths, with 100 beneficiaries receiving tools and equipment across Igbogbo/Baiyeku, Imota, and Ijede LCDAs. The programme was designed to promote entrepreneurship and reduce youth unemployment.
On legislative activities, Aro listed several motions and interventions, including efforts to address an over eight-year power outage in Igbopa London and raising concerns over kidnapping incidents, with proposals for enhanced security measures and community-based protection.
The lawmaker also co-sponsored numerous bills covering areas such as health, urban planning, real estate, research funding, energy, environmental protection, public finance, transportation, and community development.
These include the Lagos State Health Trust Fund Bill, Physical Planning and Urban Renewal (Amendment) Bill, Real Estate (Amendment) Bill, Research Trust Fund Bill, Ibile Energy Corporation Bill, Environmental Management and Protection (Amendment) Bill, Administration of Civil Justice Bill, Public Works Corporation Bill, Railways Corporation Bill, Tenancy Bill, Wealth Fund Bill, Correctional Service Bill, Community Development Association Bill, Environmental Taskforce Bill, House of Assembly Service Commission (Amendment) Bill, Lagos Metropolitan Transport Authority (Amendment) Bill, Lobbyist (Registration) Bill, Transport Sector Reform (Amendment) Bill, Urban and Regional Planning and Development (Amendment) Bill, Public Finance Management (Amendment) Bill, Public Private Partnership (Amendment) Bill, and the Lagos State Library Board Bill.
Key motions sponsored or supported by the lawmaker addressed issues such as insecurity, kidnappings, illegal activities by scavengers, road safety, extortion of motorists, sexual and gender-based violence, cholera outbreaks, open defecation, fire incidents, noise pollution, street hawking, and economic hardship.
Other areas of legislative focus include advocacy for local government autonomy, collaboration with the private sector for tourism initiatives such as “Detty December,” flood control, road rehabilitation, telecommunications infrastructure integrity, regulation of gas outlets, and promotion of Yoruba language and cultural heritage.
In education and institutional development, Aro supported initiatives such as the establishment of counseling units in schools and the proposed conversion of Epe General Hospital into a Federal Medical Centre.
The report also highlighted agricultural interventions through the Smile Cooperative Agricultural Multipurpose Society Ltd., aimed at addressing fish scarcity, empowering riverine communities, and promoting sustainable livelihoods.
AMA further emphasized his commitment to project monitoring and accountability through regular inspection tours with government officials to ensure quality execution and timely delivery of projects.
Describing his leadership style as grassroots-oriented, the lawmaker noted that his approach is anchored on accessibility, responsiveness, community engagement, and respect for traditional institutions.
As he prepares to seek a second term, Aro said his focus would be on consolidating and expanding existing achievements rather than starting afresh.
“In three years, we have not only delivered on our mandate but laid a solid foundation for greater impact,” the report stated.
