Cynthia Martins of Ward G has emerged as the winner of the Legislative Summit 2.0 held in Bariga, earning the opportunity to serve as the One-Day Council Leader of Bariga LCDA.

The summit, themed “Legislating for Impact: Solutions That Scale Local but Serve Many,” brought together policymakers, civic leaders, innovators, and community members to explore how legislation can address grassroots challenges while delivering broader societal impact.

Participants from the eight wards in Bariga presented policy proposals across four thematic areas: youth inclusion and good governance, health, environment, and education and technology. After a rigorous evaluation process based on criteria such as innovation, feasibility, timeframe, presentation quality, and alignment with existing laws, Ward A, represented by Boluwatife Ogunnaike, secured second place, while Ward D, represented by Aminullah Hafsat, came third.

In her address, the Convener of the summit, Suliyat Y. Oguns, described the event as a defining moment for Bariga’s future, emphasizing the need for governance that is inclusive and responsive to the people.

“Bariga is more than a community; it is a heartbeat of Lagos. This summit reflects our shared belief that governance must be rooted in the aspirations of the people and responsive to their needs,” she said.

Oguns stressed that legislation must go beyond theory, translating into tangible outcomes such as improved education, safer communities, thriving businesses, and expanded opportunities for young people.

She also pledged that the resolutions reached at the summit would be implemented through the Next Generation Sustainable Initiative in partnership with legislative institutions.

Delivering the opening remarks, Hon. Samuel Olufemi Apata, Member representing Somolu Constituency II at the Lagos State House of Assembly, highlighted the importance of developing laws that begin at the grassroots but are designed for scalability.

“True impact begins locally from our streets, schools, and markets but must be structured to benefit a wider population,” he noted, urging stakeholders to embrace sustainable and adaptable legislative frameworks.

Speaking at the summit, Hon. Kolade Alabi commended the organizer for creating a platform that promotes civic engagement and leadership development among youths.

He described the initiative as one that should be replicated, noting that impactful summits help shape the mindset and capacity of young leaders.
“This is what our youth should be part of—platforms that add value and prepare them for leadership. We often say the youth are the leaders of tomorrow, but I believe they are the leaders of today. Their time is now,” he said.

He noted that meaningful legislation should transform local challenges into opportunities for growth through people-centered laws. “When laws reflect the true needs of the people, they build trust and deliver visible results,” he added.

Highlighting key areas such as waste management, support for local traders, and improvement of primary healthcare, Alabi stressed the importance of designing policies that are not only relevant but also scalable and sustainable across communities.

Also addressing participants, Chairman of Bariga LCDA, Hon. Bukola Adedeji, described BLS 2.0 as more than just an event, calling it a gateway to leadership and service.

“This is not just an event; it is a doorway. The journey to becoming Bariga’s one-day council leader begins with your voice, your courage, and your ideas,” she said.

Adedeji recounted her personal journey in public service, from serving as a councillor to becoming the first female Chairman of Bariga LCDA. She underscored that leadership is built on consistent service and dedication, not the pursuit of titles.

Also speaking, the Leader of Bariga LCDA, Hon. Wasiu Balogun, commended the convener’s commitment to youth inclusion and assured continued support for such initiatives. He noted that increased youth participation in governance is a testament to deliberate leadership and loyalty.

Other stakeholders, including Comrade Asoro Abubakri, Lagos East Vice Chairman of the National Youth Council of Nigeria (NYCN), and Dr. Adenekan, praised the participants for their insightful presentations and described the summit as impactful and result-oriented.

Highlights of the event included the presentation of awards of honour to Hon. Kolade Alabi David, immediate past Chairman of Bariga LCDA, and Hon. Bukola Adedeji, current Chairman, in recognition of their contributions to grassroots governance.

The summit was attended by political leaders, student representatives, Community Development Association executives, youth groups, and members of the Bariga LCDA management team, marking a significant step toward participatory governance and community-driven development in Bariga.
