Hon. Phillips Olubunmi Emmanuel, the former Councillor representing Ward F1 and Deputy Majority Leader of Surulere Local Government, has extended his warmest congratulations to Hon. Kazeem Lawal, his successor, on assuming the role of Councillor for Ward F1.
