The Lagos State Government has called for the urgent review of Nigeria’s power generation and distribution law under the purview of the Federal Government based in view of the huge amount spent on diesel daily by industries especially manufacturing sector in the State.

Lagos State Commissioner for Energy, Engr. Olalere Odusote made this call on Wednesday as part of his submission at the end of the 3rd Real Estate Market Place Conference and Exhibitions held in Victoria Island.

Speaking on Sustainable Energy Solutions in the Real Estate, the Commissioner said that personal energy generated by individuals, corporate organisations including real estate practitioners usually come with huge financial burden in addition to the environmental pollution that comes with it.

According to him, the country’s Real Estate sector is still begging for huge investment in the area of power to make the sector more viable and attractive to potential investors.

He explained that this became necessary as most private individuals and businesses in Lagos utilised diesel powered generators rather than electricity from the national grid.

According to him, the two distribution companies in Lagos State – Eko Disco and Ikeja Electric – established nine years ago, sell about 800 to 900 megawatts initially and have only improved to 800 to 1,000 megawatts nine years after.

“Nothing has changed in the national grid sector nine years after. However, Lagos State within a spate of nine years had grown from having about 8,000 megawatts of installed diesel capacity to about 23,000 megawatts.

“The diesel market of the off-grid market has grown by about 300 per cent but the grid market has not grown at all or just about one to two per cent,” he said.

He added that the state injected almost 1,000 transformers into the grid to improve electricity supply to its residents, but without the desired result.

Odusote said a lot of the energy utilised in Lagos came from diesel generators, and that because of the high population of the city, the emission from that energy source had become unsustainable.

The Commissioner explained that Lagos had been projected to be city with the largest population in the world in 50 years, therefore energy for the housing infrastructure needed for the population must be put into consideration.

Odusote said that was why the state government came up with the Lagos Electricity sector policy, with the aim of providing universal access to electricity for all residents of the state.

He stated that the draft of the Lagos electricity law had been completed and was before the state’s House of Assembly for consideration.

Odusote explained that the bill, when implemented, would take regulation of electricity from the centre and domicile it with the Lagos regulatory agency.

“The Nigerian constitution domiciles the responsibility of regulation and distribution of electricity with the state government but when the law was passed in 2002, many states were not ready for the responsibility.

“Many housing estates in the state run on diesel generators because they are unable to benefit from the grid, yet they cannot share from the excess capacity they currently have because the Federal Government does not permit it.

“Lagos is now ready, willing and in the process of passing the law. It means we will be able to locally determine our faith when it comes to electricity,” he said.

According to him, the Lagos Regulatory Agency will work with the residents and the state government to determine the need of the electricity market and make laws that will enable investors to invest in identified gaps.

The commissioner said the state was working with the Federal Government to ensure its laws were reviewed and the new law passed at the National Assembly aligned with the state’s law and in line with the development of the sector.

Odusote explained that the state was working with the built environment and other private sector operators to create a framework that would ensure that by 2036, everybody that wanted electricity in Lagos got it.

On her part, the Special Adviser to the Governor on Housing, Mrs Toke Benson Awoyinka promised that LASRERA will sustain the use of sanctions to rid the industry of fraudulent Real Estate Agents.

She added that the state government was determined to ensure sanity was restored to its real estate environment.

Lagos State Governor, Mr. Babajide Olusola Sanwo-Olu has expressed concern over the rate of unprofessional practices in the real estate sector in recent time, saying that the development calls for increased vigilance on the part of all genuine real estate practitioners and the government.

The Governor said that in view of the rate of reported cases of dubious acts by some real estate agents who are taking undue advantage of the real estate market, being one of the fastest growing industry in Nigeria and Lagos State in particular, registered real estate practitioners must uncover the quarks in the profession in order to salvage the image of the real estate practice.
Governor Sanwo-Olu expressed these concerns at the Opening Ceremony of the Third Lagos Real Estate Market Place Conference and Exhibitions Organized by Lagos State Real Estate Regulatory Authority-LASRERA, on Tuesday, at Eko Hotel and Suites, Victoria Island, Lagos.


He recalled that the conference and Exhibition was initiated as a platform for Individuals/Organizations operating in the Real Estate Sector to network and address developmental issues affecting the real estate business in Lagos State.
According to Sanwo-Olu, who was represented at the event by his deputy, Dr. Obafemi Hamzat, the chosen theme for Conference; “A Town Hall Meeting On The Lagos Real Estate Emerging Markets – Mitigating Potential Risks” was adopted to once again, beam search light on this sector against the background of new tactics and strategies being deployed by unscrupulous and fake practitioners to defraud unsuspecting clients.

His words: “As a Government, we owe it a duty to safeguard investments of people who may be unaware of some unprofessional practices in the market. The need to restore public confidence to this sector led to the establishment of the Lagos State Real Estate transaction in Lagos State to protect the citizens and investors from the potential risks emerging in the market.

“LASRERA has defined minimum operational standards and guidelines for citizens to abide with. The guidelines provide a comprehensive checklist for the citizens to correctly identify and have competitive list of registered individuals/organizations in order to avoid doing business with unregistered Real Estate practitioners in the system.

“We can’t talk about risks in the real estate sector without mentioning the violation of principles of transparency and Real Estate Laws. These to a greater extent, are major potential risks in this sector.”

While saying that the State Government, through its regulatory agency, LASRERA, cannot sanitize the industry solely, considering the huge real estate transactions going on in different parts of the State, Sanwo-Olu advocated joint monitoring of this sector to curb quackery and unlicensed operators.

He maintained that the Real Estate Market can be floodgate of Economic prosperity to the State and Stakeholders when potential risks are minimum in this Sector.
He also used the occasion to plead with Lagosians and everyone interested in real estate business to be cautious in any financial transaction they engage in by fact checking the track records of the organisations they are dealing with to ascertain if the individual/organization is registered with LASRERA and other relevant government Agencies in the built sectors.


Also speaking at the event, the Special Adviser to the Governor on Housing, Mrs. Toke Benson-Awoyinka noted that the impersonation in the Real Estate industry is becoming unethically high and it’s seriously contributing to fraudulent proliferation in Real Estate Market which is having negative impact on the reputation of individuals/ organizations including the regulating Agencies of the State Government.
“This development calls for appropriate regulation, implementation and enforcement of the Real Estate Laws in order to restore sanity into the sector and instil public confidence in the real estate profession and it explains why the Lagos State Real Estate Regulatory Authority – LASRERA is mandated to regulate and register those individuals / organizations who are involved in this Sector.
“Lagos State Government is determined to ensure sanity is restored to the State’s Real Estate Environment with the review of the Agency’s Law on Monday, 7th February, 2022, to protect investors/investees against any potential risks and also prosecute individuals / organizations, boost the activities of Real Estate Markets with accredited and licensed Practitioners through lasrera.lagosstate.gov.ng,” the Special Adviser added.

The Special Adviser to Lagos State Governor on E-GIS and Physical Planning, Dr Olajide Babatunde, said that with the computerisation of documents at Lands Bureau, people can sit comfortably in their houses and offices and access information on government portals relating to properties and lands in Lagos State.

Permanent Secretary, Lands Bureau, Mr Olabode Agoro said that the registration of individuals and organizations by LASRERA is to make sure that only qualified and certified practitioners are allowed to practice in the State’s real estate sector.
During the Panel Session on Deploying Technology for Transparency and Growth of the Lagos Real Estate Market, The Moderator, Dr Roland Igbinoba, Founder, Pison Housing and President Nigerian Proptech Association, revealed that GIS is critical for development and Transparency in the Real Estate Sector.

Lagos State Real Estate Regulatory Authority (LASRERA) has concluded plans to host the third edition of the Lagos Real Estate Marketplace Conference and Exhibitions.

The Special Adviser to Lagos State Governor on Housing, Mrs. Toke Benson-Awoyinka disclosed this at the weekend in Ikeja, stating that the event has been scheduled for Tuesday, 7th and Wednesday, 8th December 2022 at the Eko Hotel and Suites, Victoria Island.

Benson-Awoyinka added that discussions at the event will be in the form of a Town Hall Meeting, themed: “The Lagos Real Estate Emerging Markets – Mitigating Potential Risks”.

She emphasised the need for stakeholders in the Real Estate Market to protect the sector from impostors whose actions portend great risk to the Real Estate Market in the State.

The Special Adviser revealed that seasoned speakers are already billed for this year’s Conference and Exhibition to deliberate on potential risks in Real Estate Transactions and Laws that protect Real Estate investment Transactions, Policies and Guidelines about Lagos State Real Estate Sector.

Benson-Awoyinka stated that the event is meant to redefine the Lagos State Real Estate Market to meet developmental standards and to attract more international investment opportunities for the State Real Estate.

While assuring that LASRERA will continue to play its role as the State Government’s Regulator in the Built Sector by strengthening and curbing the potential risks for investors/investees in the Market, she urged individuals/organisations that are yet to register with the Agency can do so at the event.

The Special Adviser, therefore, promised that the Lagos State Government will continue to sustain the platform of the annual conference for stakeholders to brainstorm on how to ensure that Real Estate Business Transactions meet the Smart City vision as conceptualised in the T.H.E.M.E.S agenda of the State Government.

1004 ESTATE: LAGOS ASSEMBLY MOVES TO RESOLVE CRISIS ~Ajasa-Info

The Lagos State House of Assembly Committee on Housing has embarked on a fact finding mission in a bid to resolve the prolonged crisis of mismanagement of the 1004 estate in Victoria Island Lagos.

The Committee led by the Chairman, Hon Bisi Yusuf, paid a visit to the estate following a petition sent to the House on the incompetence and gross mismanagement of the estate by some self appointed members of the 1004 Estate Owners and Residents Association.

Hon Bisi Yusuf took a tour of the estate, inspecting the facilities and also interacting with some residents who lamented on the high service charges they pay without commensurate value for their money.

On the Committee’s request, record of diesel consumption revealed gross impropriety as the quantities of diesel which was reported to have gulped millions of naira over the years could not be ascertained.

Hon. Bisi Yusuf while addressing press men at the estate said the Committee has gone round and made observations, “we have gone round and seen state of things, we will report back to the House”. He also said “We represent 40 members of the house therefore we would take our report to the House where it would be debated on before a resolution will be made”
He further urged the people to remain calm, assuring them that 1004 is a multi billion investment which needs to managed well, owning to the fact that it adds value to the state and Nigeria as a whole “we will not sit down and let such investment rot away hence our intervention” he said.

Earlier the Committee had met with the Petitioners at the Assembly Complex before the visitation.

On the inspection tour with the Committee was also the special adviser to the Governor on Housing Mrs Toke Benson Awoyinka and also Hon kehinde Joseph representing Alimosho II.
